Mayor Muriel Bowser has requested the Council of the District of Columbia to reprogram $15,752.74 of Fiscal Year 2025 Local Funds within the District of Columbia Public Schools (DCPS) to cover overtime pay for staff as the school year begins. This reallocation will involve moving budget authority from accounts designated for supplies and professional services to the overtime pay account, in accordance with the Reprogramming Policy Act of 1980. The Chief Financial Officer, Glen Lee, has confirmed that this reprogramming will not negatively impact the overall DCPS budget or the District's financial plan, despite the cumulative changes exceeding the $500,000 threshold that typically requires Council approval.
The resolution specifically addresses the needs of Janney Elementary School, where the principal, Danielle Singh, has highlighted the importance of this reprogramming to ensure staff can be compensated for additional hours worked. The funds are available due to lower-than-expected expenditures in other areas, and the reprogramming is deemed essential to avoid operational difficulties at the school. Importantly, this action does not restore any previous budget cuts or create new programs, and it will not disrupt other services, allowing the school to maintain its operations effectively.
