Mayor Muriel Bowser has submitted a request to the Council of the District of Columbia to reprogram $112,000 of Fiscal Year 2025 Local funds within the Office of the State Superintendent of Education (OSSE), specifically for the Division of Post Secondary Education. The reprogramming aims to allocate funds to cover tuition costs for DC Futures students, ensuring that sufficient resources are available for this purpose. The request is in accordance with the Reprogramming Policy Act of 1980 and is supported by a detailed justification provided in the accompanying memorandum.

The Chief Financial Officer, Glen Lee, has reviewed the Mayor's request and confirmed that the reprogramming will not adversely impact OSSE's budget or the District's financial plan. Although the reprogramming amount is below the $500,000 threshold requiring Council approval, it is noted that a previous reprogramming from OSSE has already been approved, which would result in a cumulative change exceeding that threshold. The funds will be reallocated from the IT Software Maintenance account to the Financial Aid account to meet the programmatic needs of the DC Futures initiative.
