Mayor Muriel Bowser has requested the Council of the District of Columbia to reprogram $3,300,000 in FY 2025 Capital Funds from the Department of Corrections (DOC) to the Department of General Services (DGS) for the installation of a new generator at the Correctional Treatment Facility (CTF). The funds were initially designated for emergency power system upgrades but need to be redirected to ensure the generator project is fully funded. This reprogramming is necessary due to an earlier misallocation of project descriptions, which incorrectly linked the funds to the Central Detention Facility (CDF) instead of the CTF.

The Chief Financial Officer, Glen Lee, has reviewed the request and confirmed that the reprogramming will not negatively impact the budgets of either the DOC or DGS, nor the overall financial plan of the District. The reallocation will transfer funds from the emergency power system upgrades to the general renovation project for the CTF, which is crucial for maintaining the operational readiness of the DOC campus. The total budget for the DOC will remain unchanged at $13,455,580.26, with this reprogramming aimed at optimizing resources for essential infrastructure improvements.
