The proposed bill seeks to modify Human Care Agreement No. CW119016 with Fedcap Rehabilitation Services Inc. to exercise option period one, which will extend the contract from October 1, 2025, through September 30, 2026, with a not-to-exceed amount of $3,147,062. Under this modification, Fedcap will continue to provide education, occupational training, and job placement services for 200 participants in the District's Temporary Assistance for Needy Families (TANF) program. The modification is in accordance with the Procurement Practices Reform Act of 2010 and has been certified for funding availability within the District's budget for Fiscal Year 2026.
Additionally, the modification includes updates to wage determinations and adjustments to the District's living wage rates. Specifically, the living wage will increase to $17.50 per hour effective January 1, 2025, and to $17.95 per hour starting July 1, 2025. The bill also incorporates a new section regarding the prohibition of sexual harassment in the workplace. All other terms and conditions of the agreement will remain unchanged.
