The proposed bill seeks to modify Human Care Agreement No. CW118453 with America Works of Washington DC to exercise the first option period, extending the contract from October 1, 2025, through September 30, 2026, with a not-to-exceed amount of $3,147,062. Under this modification, America Works will continue to provide education, occupational training, and job placement services for 200 participants in the District's Temporary Assistance for Needy Families (TANF) program. The contract is within the appropriated budget authority for the fiscal year and is consistent with the financial plan adopted by the District.

Additionally, the modification includes updates to wage determinations and adjustments to the District's living wage rates. Specifically, the living wage will be adjusted to $17.50 per hour effective January 1, 2025, and will increase to $17.95 per hour starting July 1, 2025.
