The Residential Tranquility Second Congressional Review Emergency Amendment Act of 2025 aims to enhance the Residential Tranquility Act of 2010 by introducing new regulations regarding demonstrations targeting residences. The bill prohibits the use of sound amplifying devices in residential zones between 7:00 p.m. and 9:00 a.m., as well as the use of unattended sound amplifying devices that emit sound while targeting a residence. Additionally, it makes it unlawful for individuals to launch or throw objects onto the residential property of another with the intent to intimidate or harass those living or working there. The bill also empowers law enforcement to seize unattended sound amplifying devices used in violation of these provisions.

Furthermore, the bill amends the National Capital Revitalization and Self-Government Improvement Act of 1997 to establish that the term expiration date for a Council appointment to the Corrections Information Council shall be December 7th of the year in which the term expires. The act will take effect upon approval by the Mayor and will remain in effect for no longer than 90 days, as stipulated for emergency acts by the Council of the District of Columbia.
