The Residential Tranquility Second Congressional Review Emergency Amendment Act of 2025 amends the Residential Tranquility Act of 2010 to enhance regulations regarding demonstrations targeting residences. The bill prohibits the use of sound amplifying devices in residential zones between 7:00 p.m. and 9:00 a.m., and it also makes it unlawful to leave unattended sound amplifying devices that emit sound while targeting a residence. Additionally, the legislation establishes that it is illegal to throw or launch objects onto another person's residential property with the intent to intimidate or harass individuals living or working there. The Mayor and Metropolitan Police Department are granted the authority to seize unattended sound amplifying devices used in violation of these provisions.

Furthermore, the bill amends the National Capital Revitalization and Self-Government Improvement Act of 1997 to set the term expiration date for Council appointments to the Corrections Information Council as December 7th of the year in which the term expires. The act also repeals the Residential Tranquility Temporary Amendment Act of 2024. The changes aim to provide clearer guidelines for maintaining residential tranquility and ensuring the safety and peace of residents in the District of Columbia.
