The proposed bill includes a modification to Contract No. DCAM-21-NC-RFQ-0002E with RSC Electrical & Mechanical Contractors, Inc., allowing for the exercise of Option Year Four, which will be effective from October 1, 2025, to September 30, 2026. The modification sets a not-to-exceed amount of $10,000,000, with a guaranteed minimum of $50, for the contractor to continue providing general maintenance and repair services for municipal and D.C. Public School facilities. The contractor is also required to comply with the U.S. Department of Labor Wage Determination Schedule and the District of Columbia Living Wage Act of 2006, with all other terms of the existing contract remaining unchanged.
Additionally, the bill amends the Living Wage Act of 2006 to establish new living wage rates, setting the rate at $17.50 per hour effective January 1, 2025, and increasing it to $17.95 per hour starting July 1, 2025. This requirement applies to contracts valued at $100,000 or more and government assistance recipients receiving $100,000 or more. The bill clarifies definitions related to contracts and government assistance, specifies exemptions, and mandates that recipients provide notice to affiliated employees while retaining payroll records for three years. The Department of Employment Services will oversee compliance and address violations related to the living wage.
