The Long Bridge Project Temporary Amendment Act of 2025 amends the Urban Forest Preservation Act of 2002 to establish specific conditions under which the Mayor can issue a permit for the removal of a Heritage Tree located near the Long Bridge Project, managed by the Virginia Passenger Rail Authority. The new provisions require that a permit can only be granted if there are no reasonable design alternatives to avoid the tree's location, if the Urban Forestry Division determines that the tree cannot be protected in place, and if the applicant demonstrates that either the cost of relocation exceeds $1 million or that relocation would impose an undue burden on the public. Additionally, the applicant must agree to pay $1,200 for each inch of the tree's circumference.

This amendment is temporary and will expire 225 days after it takes effect, which is contingent upon approval by the Mayor and a 30-day congressional review period. The bill aims to balance the need for infrastructure development with the preservation of significant trees in the urban environment.
