A native of Brooklyn, New York, Dr. Schwartzman moved to D.C. in 1976 and became an influential figure in the Ward 4 community. He served as Professor Emeritus and led the Department of Biology at Howard University, where he mentored students and contributed to scientific advancements. His research and activism focused on creating a sustainable and equitable future, and he was a strong proponent of D.C. Statehood, working tirelessly for democratic representation for residents.

Dr. Schwartzman's advocacy extended to various social issues, including affordable housing, climate justice, and the expansion of the D.C. Earned Income Tax Credit. He was the D.C. Statehood Green Party's nominee for Councilmember At-Large in both 2018 and 2022, campaigning on a platform centered on environmental protection and economic equity. The resolution recognizes his lasting impact on the District and commemorates his commitment to human rights, peace, and justice. The resolution takes effect immediately.
