His educational background includes a Bachelor of Science in Physical Education and Recreation from Gallaudet University.

The proposed resolution confirms Mr. Norman's appointment for the remainder of an unexpired term ending December 31, 2027. The resolution will take effect immediately upon adoption by the Council of the District of Columbia, and a copy will be transmitted to both the nominee and the Office of the Mayor.
