The Residential Tranquility Emergency Amendment Act of 2025 amends the Residential Tranquility Act of 2010 to enhance protections for residents against disruptive demonstrations. The bill prohibits the use of sound amplifying devices in residential zones between 7:00 p.m. and 9:00 a.m. and bans unattended sound amplifying devices that target a residence. Additionally, it makes it unlawful for individuals to throw objects onto residential property with the intent to intimidate or harass residents. The Mayor and Metropolitan Police Department are granted the authority to seize unattended sound amplifying devices that violate these provisions.

Furthermore, the bill amends the National Capital Revitalization and Self-Government Improvement Act of 1997 to establish that the term expiration date for a Council appointment to the Corrections Information Council will be December 7th of the year in which the term expires. The act also repeals the Residential Tranquility Temporary Amendment Act of 2024. The changes aim to provide clearer definitions and stricter regulations to ensure the tranquility of residential areas while maintaining the rights of individuals to demonstrate.
