The Residential Tranquility Emergency Amendment Act of 2025 amends the Residential Tranquility Act of 2010 to enhance protections for residents against disruptive demonstrations. The bill prohibits the use of sound amplifying devices in residential zones between 7:00 p.m. and 9:00 a.m. and makes it unlawful to leave unattended sound amplifying devices targeting a residence. Additionally, it establishes that individuals cannot throw objects onto another person's residential property with the intent to intimidate or harass. The Mayor and Metropolitan Police Department are granted the authority to seize unattended sound amplifying devices that violate these provisions.

Furthermore, the bill amends the National Capital Revitalization and Self-Government Improvement Act of 1997 to set the term expiration date for Council appointments to the Corrections Information Council as December 7th of the year the term expires. The act also repeals the Residential Tranquility Temporary Amendment Act of 2024. The changes are intended to provide immediate relief to residents experiencing disturbances from demonstrations while ensuring that the new regulations are effective for a limited time, pending further legislative action.
