The "Uniform College Athlete Name, Image, or Likeness Congressional Review Emergency Amendment Act of 2025" amends section 215 of the Uniform College Athlete, Name, Image, or Likeness Act of 2022. The bill allows institutions, conferences, or athletic associations to assist college athletes in selecting and arranging for payment to name, image, or likeness agents, as well as in collecting payments from third parties involved in specific agreements with college athletes. Additionally, the bill removes the previous prohibition against institutions or conferences providing compensation to college athletes for the use of their name, image, or likeness.
Furthermore, the bill amends section 5710 of Title 3 of the District of Columbia Municipal Regulations by adding a new subsection that delays the applicability of expanded financial disclosure requirements for certain boards and commissions until January 1, 2026. The act is set to take effect following approval by the Mayor and will remain in effect for no longer than 90 days, in accordance with emergency act provisions.
