The "Uniform College Athlete Name, Image, or Likeness Congressional Emergency Review Amendment Act of 2025" seeks to amend the Uniform College Athlete, Name, Image, or Likeness Act of 2022 by allowing institutions, conferences, or athletic associations to assist college athletes in selecting and compensating name, image, or likeness agents. Specifically, the bill introduces new provisions that enable these entities to help athletes with arrangements and payments related to third-party agreements concerning their name, image, or likeness. Additionally, the bill removes the existing prohibition against institutions or conferences providing compensation to college athletes for their name, image, or likeness.
Furthermore, the bill amends section 5710 of Title 3 of the District of Columbia Municipal Regulations to delay the applicability of expanded financial disclosure requirements for certain boards and commissions until January 1, 2026. This legislation is presented on an emergency basis due to congressional review and will remain in effect for no longer than 90 days following approval by the Mayor or a Council override of a potential veto.
