The African American Civil War Museum Limited Grant-Making Authority Emergency Amendment Act of 2025 authorizes the Deputy Mayor for Planning and Economic Development to issue a grant to the African American Civil War Memorial Freedom Foundation, Inc. for the redevelopment of the African American Civil War Museum. This grant is specifically designated for Fiscal Year 2025 or 2026 and is made possible by an amendment to Section 2032 of the Deputy Mayor for Planning and Economic Development Limited Grant-Making Authority Act of 2012. The new subsection (kk) allows this grant to be issued notwithstanding the existing Grant Administration Act of 2013.

The act will take effect upon approval by the Mayor and will remain in effect for a maximum of 90 days, in accordance with the emergency provisions outlined in the District of Columbia Home Rule Act. The Council has also adopted the fiscal impact statement from the Budget Director as part of the legislative process.
