Mayor Muriel Bowser has requested the reprogramming of $130,000 within the Fiscal Year 2025 budget for the Office of the State Superintendent of Education (OSSE), specifically targeting the Division of Post Secondary Education. This reallocation is intended to cover tuition costs for students at the Advanced Technical Center, which relies on partnerships with universities to provide essential educational services. The funds will be moved from the "Other Services and Charges" account to the "Government Subsidies and Grants" account to ensure that the center can continue to operate effectively. Although the reprogramming amount is below the $500,000 threshold that requires Council approval, it is noted that a previous reprogramming from OSSE has already been approved, bringing the total to exceed that threshold.
The Chief Financial Officer, Glen Lee, has reviewed the request and confirmed that the reprogramming will not negatively impact OSSE's budget or the District's financial plan. The funds are available due to budget realignment and changes in programmatic initiatives, and delaying the reprogramming could hinder the Advanced Technical Center's ability to secure necessary resources from partner universities, potentially affecting course offerings and the center's capacity to serve students. The resolution emphasizes the importance of timely funding to support the educational goals of the District, particularly in the context of the broader budget for the Office of Career and Technical Education, which totals $4,461,985.96 and includes various appropriations for personnel and non-personnel services.
