Mayor Muriel Bowser has requested the reprogramming of $5,324,945 in FY 2025 Capital Funds within the District of Columbia Public Schools (DCPS) budget to support modernization projects at Burroughs Elementary School and Wheatley Education Campus Child Development Center. Specifically, $3.5 million is allocated for Burroughs Elementary due to an increase in building size, while $1.82 million is designated for Wheatley Education Campus to hire a new design-build vendor after the previous contractor was terminated. The funds will be sourced from completed or under-budget projects within the DCPS capital budget, ensuring that the overall financial plan remains unaffected.

The Office of the Chief Financial Officer has reviewed the request and confirmed that the reprogramming is necessary to meet the growing needs of the school programs and to avoid delays in the modernization efforts. If the reprogramming is postponed, Burroughs Elementary may have to reduce its program scope, and the Wheatley Education Campus project may face completion challenges due to insufficient funding. The resolution clarifies that this reprogramming does not restore any budget cuts or establish new programs that have been previously denied by the Council.
