The Pilot Truancy Reduction Temporary Amendment Act of 2025 aims to address high truancy rates in secondary educational institutions in the District of Columbia. The bill mandates the Mayor to identify five secondary schools with truancy rates exceeding 50% during the 2023-2024 school year to participate in a truancy pilot program with the Department of Human Services (DHS) for the 2024-2025 school year. Schools must refer students aged 14 to 17 who accumulate 15 unexcused absences within a school year to DHS within two school days. The bill also requires DHS to publish a preliminary report by March 31, 2025, and a final report by August 15, 2025, detailing the interventions provided, reasons for absences, and an analysis of attendance and academic outcomes.

Additionally, the bill includes provisions that exempt participating educational institutions from certain requirements for minor students aged 14 to 17. The reports will analyze various factors, including attendance outcomes and academic performance before and after DHS referrals, as well as comparisons with non-participating schools that are socio-demographically similar. The act is set to take effect upon approval by the Mayor and will expire 225 days after its enactment.
