The Pilot Truancy Reduction Emergency Amendment Act of 2025 aims to address high truancy rates in the District of Columbia by establishing a truancy pilot program. Under this act, the Mayor is required to identify five secondary educational institutions with truancy rates exceeding 50% during the 2023-2024 school year to participate in the program for the 2024-2025 school year. These institutions must refer students aged 14 to 17 to the Department of Human Services (DHS) after they accumulate 15 unexcused absences. The Mayor must notify these institutions at least 10 business days before the school year begins, providing necessary contacts and procedures.
Additionally, the act mandates that DHS publish a preliminary report by March 31, 2025, and a final report by August 15, 2025, detailing the interventions provided, common reasons for absences, and an analysis comparing attendance and academic outcomes of referred students to those of non-referred students. Educational institutions participating in the pilot will be exempt from certain attendance requirements for the specified age group. This legislation is designed to improve student attendance and academic performance while addressing underlying issues contributing to truancy.
