The resolution honors David Catania for his significant contributions during his tenure on the DC Council from December 1997 to January 2015, where he made history as the first openly gay member. Catania's career in public service began as Chair of the Sheridan-Kalorama Advisory Neighborhood Commission, and he was elected as an At-Large Councilmember in a special election in 1997. Throughout his time on the Council, he served as Chairman of the Health Committee, advocating for critical health initiatives, including the fight against HIV/AIDS, the expansion of health insurance, and the establishment of a school nurse program in public schools. He also played a pivotal role in promoting affordable housing and vocational training opportunities.

Additionally, Catania was a strong advocate for LGBTQIA+ rights, notably supporting the legalization of same-sex marriage in the District. His efforts culminated in the passage of the Religious Freedom and Civil Marriage Equality Amendment Act of 2009, which led to the District becoming one of the first jurisdictions to permit same-sex marriage. After leaving the Council to run for Mayor in 2014, Catania continued his work in public affairs, co-founding Georgetown Public Affairs, LLC. The resolution recognizes his steadfast leadership and dedication to the District and its LGBTQIA+ community, taking effect immediately upon passage.
