The District of Columbia Council has declared an emergency to amend the District of Columbia Housing Authority Act of 1999, establishing a temporary Stabilization and Reform Board (STAR Board) to oversee the operations of the District of Columbia Housing Authority (DCHA). This action is prompted by significant concerns raised in a 2022 report from the U.S. Department of Housing and Urban Development (HUD), which highlighted the need for reforms to improve DCHA's provision of housing and services to low-income residents. The Council and Mayor have recognized the necessity of restructuring DCHA's board to ensure it has the expertise and focus required to address HUD's findings and enhance DCHA's operations.

The STAR Board was initially established in December 2022 and has been operating under temporary legislation that is set to expire on July 10, 2025. To maintain the current governance structure and allow the STAR Board to continue its work, the Council has determined that further emergency and temporary legislation is required. This resolution aims to ensure the ongoing effectiveness of the STAR Board in revitalizing DCHA and fulfilling its mission of providing safe, decent, and affordable housing for District residents. The resolution will take effect immediately upon adoption.
