The Family Re-Housing Stabilization Program Protection Emergency Amendment Act of 2025 amends the Homeless Services Reform Act to allow for extensions of participation in the Family Re-Housing Stabilization Program (FRSP) beyond the current 12-month limit. The Department of Human Services, or its designee, is required to consider the totality of a participant's circumstances, including their progress in case management and eligibility for affordable housing, when evaluating requests for extensions. New provisions specify that participants must submit a written request for an extension, demonstrate good faith efforts towards their individualized goals, and not yet have been approved for permanent affordable housing.
Additionally, the bill outlines the process for determining whether to grant an extension, which includes formal reviews every three months and the requirement to provide written notice to participants if their request is denied. This notice must include the reasons for denial and inform participants of their right to appeal the decision. The act is set to take effect on July 10, 2025, and will remain in effect for a maximum of 90 days following approval by the Mayor or the Council.
