The Family Re-Housing Stabilization Program Protection Emergency Amendment Act of 2025 amends the Homeless Services Reform Act to allow for extensions of participation in the Family Re-Housing Stabilization Program (FRSP) beyond the standard 12-month period. The Department of Human Services, or its designee, is required to consider the totality of a participant's circumstances, including their progress in case management and eligibility for affordable housing, when evaluating requests for extensions. New provisions specify that participants must submit a written request for an extension, demonstrate good faith efforts towards achieving their individualized goals, and not yet have been approved for permanent affordable housing.
Additionally, the bill outlines the process for determining whether to grant an extension, which includes formal reviews every three months and the possibility of granting extensions in increments of no more than six months. If an extension request is denied, participants must receive a 30-day written notice detailing the reasons for the denial and informing them of their right to appeal the decision. This act is set to take effect on July 10, 2025, and will remain in effect for a maximum of 90 days following approval by the Mayor or the Council.
