The proposed bill seeks to modify Human Care Agreement No. CW101192 with Capital Care, Inc. to exercise option year two, which will extend the contract from July 1, 2025, through June 30, 2026, with a not-to-exceed amount of $1,908,992.71. This modification allows Capital Care, Inc. to continue providing essential residential services for individuals with intellectual and developmental disabilities that are not covered by Medicaid. The funding for this contract has been certified as available within the District's budget for the fiscal years 2025 and 2026.

Additionally, the bill includes a provision that the Living Wage and minimum wage rates will increase to $17.95 per hour effective July 1, 2025. All other terms and conditions of the existing agreement will remain unchanged. The modification is in compliance with the Procurement Practices Reform Act of 2010 and has been certified by the Office of the Chief Financial Officer as being within the appropriated budget authority.
