The Uniform College Athlete Name, Image, or Likeness Temporary Amendment Act of 2025 amends the Uniform College Athlete Name, Image, or Likeness Act of 2022 to allow institutions, conferences, or athletic associations to assist college athletes in selecting and compensating agents for their name, image, or likeness (NIL) agreements. Specifically, the bill adds provisions that enable these entities to help athletes with selecting, arranging for, or providing payment to NIL agents, as well as collecting payments from third parties involved in NIL agreements. Additionally, the bill repeals a subsection that previously prohibited institutions or conferences from providing compensation to athletes for the use of their name, image, or likeness.

Furthermore, the bill amends section 5710 of Title 3 of the District of Columbia Municipal Regulations by introducing a new subsection that delays the applicability of expanded financial disclosure requirements for certain boards and commissions until January 1, 2026. The act will take effect upon approval by the Mayor and a 30-day Congressional review period, and it is set to expire 225 days after its enactment.
