Mayor Muriel Bowser has requested the reprogramming of $12,240,027 in FY 2025 Capital ARPA Funds from the Ward 8 Senior Wellness Center project, currently managed by the Department of General Services (DGS), to a newly established project under the Department of Aging and Community Living (DACL). This transfer is essential to ensure compliance with the American Rescue Plan Act (ARPA) guidelines, which stipulate that funds must be managed by the owning agency, in this case, DACL. The reprogramming will facilitate accurate financial reporting and allow DACL to utilize the ARPA grant for eligible expenditures related to enhancing community living and wellness services for seniors.

The Office of the Chief Financial Officer (OCFO) has reviewed the request and confirmed that the reprogramming will not negatively impact the budgets of either DACL or DGS, nor the District's overall financial plan. The resolution emphasizes the importance of adhering to budgetary guidelines and ensuring that the funds are effectively allocated to meet the needs of the senior population in Ward 8. With a total project budget of $24,055,511, the reallocation of these funds is a significant step towards improving health and wellness resources for seniors in the area.
