This transfer is necessary to ensure compliance with the American Rescue Plan Act (ARPA) guidelines, which stipulate that funds must be managed by the agency that owns the project. The reallocation will facilitate accurate financial reporting and management within DACL, allowing the agency to draw from the ARPA grant for eligible expenditures related to the wellness center.

The Chief Financial Officer, Glen Lee, has reviewed the request and confirmed that the reprogramming will not negatively impact the budgets of either DACL or DGS, nor the District's overall financial plan. The resolution emphasizes the importance of adhering to federal guidelines while ensuring that the funds are effectively utilized to enhance community services for seniors in Ward 8. With a total project budget of $24,055,511, the reprogrammed funds are crucial for the development of the Ward 8 Senior Wellness Center, reflecting a commitment to improving health and wellness resources for the senior population in the area.
