The Department of For-Hire Vehicles Delivery Vehicle Traffic Enforcement Expansion Emergency Amendment Act of 2025 amends the Department of For-Hire Vehicles Establishment Act of 1985 to empower the Department of For-Hire Vehicles (DFHV) to enforce traffic laws specifically against carrier-for-hire vehicles. Key changes include the addition of a definition for "carrier-for-hire," which refers to services that deliver parcels, food, or beverages for compensation. The bill also updates various sections to include carrier-for-hire vehicles in the regulations and enforcement protocols, ensuring that vehicle inspection officers are tasked with enforcing laws related to both public and private vehicles-for-hire as well as carrier-for-hire vehicles.

Additionally, the bill modifies the Migrant Services and Supports Extension Temporary Amendment Act of 2024 by extending its expiration from 225 days to 450 days after taking effect. This legislative change aims to enhance the regulatory framework surrounding for-hire transportation services while also addressing the needs of migrant services in the District of Columbia. The act is set to take effect following approval by the Mayor and will remain in effect for a maximum of 90 days as an emergency measure.
