The Residential Tranquility Second Congressional Review Emergency Amendment Act of 2025 amends the Residential Tranquility Act of 2010 to enhance protections for residents against disruptive demonstrations. The bill prohibits the use of sound amplifying devices in residential zones between 7:00 p.m. and 9:00 a.m. and makes it unlawful to target a residence for demonstration purposes during these hours. Additionally, it establishes that individuals cannot launch or throw projectiles onto another person's residential property with the intent to instill fear, intimidate, or retaliate against those living or working there. Violators of these provisions may face fines or incarceration.
Furthermore, the bill amends the National Capital Revitalization and Self-Government Improvement Act of 1997 to specify that the term expiration date for a Council appointment to the Corrections Information Council will be December 7th of the year in which the term expires. This act is set to take effect following approval by the Mayor and will remain in effect for no longer than 90 days, as stipulated for emergency acts by the Council of the District of Columbia.
