The Foreclosure Moratorium and Homeowner Assistance Fund Coordination Emergency Act of 2025 aims to provide emergency protections for homeowners who applied for assistance from the DC Homeowner Assistance Fund (DC HAF) before September 30, 2022, and whose applications are still under review, pending approval, or under appeal. The bill prohibits the initiation or conduct of residential foreclosures during this period, ensuring that homeowners can present proof of their application status to relevant entities, such as mortgage lenders and homeowners associations. Additionally, it mandates that notices regarding the DC HAF program be sent to homeowners before any foreclosure actions are taken.
The legislation also outlines the responsibilities of the Mayor to ensure timely documentation for homeowners applying for assistance and to provide editable sample foreclosure warning notices that include information about the available debt relief through DC HAF. The act is set to apply from October 16, 2024, and will remain in effect for a maximum of 90 days following approval by the Mayor or the Council's override of a potential veto.
