The Association Meeting Flexibility Congressional Review Emergency Amendment Act of 2025 amends the Condominium Act of 1976 to allow condominium unit owners associations to conduct virtual meetings and clarifies the voting and quorum requirements for these meetings. Specifically, it introduces a new subsection that permits meetings to be held via telephone or video conference, ensuring that all participants can hear and communicate effectively. Additionally, it mandates that notices for such meetings include access instructions and allows for electronic voting up to seven days prior to the meeting, with provisions for ballots to be included in the meeting notice.

Furthermore, the bill amends several sections of the District of Columbia Official Code related to cooperatives and limited equity cooperatives, allowing them to conduct remote meetings regardless of their articles or bylaws. It modifies the language in sections 29-910, 29-1005.06, 29-1005.07, and 29-1008.11(b) to streamline the process for remote meetings and voting. The act is set to take effect upon approval by the Mayor and will remain in effect for a maximum of 90 days as an emergency measure.
