Mayor Muriel Bowser has requested the reprogramming of $760,000 in FY 2025 Capital Funds within the Department of Health Care Finance (DHCF) to support necessary upgrades to the District of Columbia Access System (DCAS). This reallocation will come from two existing projects that have seen underspending: $360,000 from the Pharmacy Benefit Manager System Refresh and $400,000 from the Provider Data Management System Refresh. The reprogramming aligns with the Implementation Advanced Planning Document (IAPD) and is crucial for ensuring that the DCAS can meet its operational requirements effectively.

The Chief Financial Officer, Glen Lee, has reviewed the request and confirmed that the reprogramming will not negatively impact the DHCF's budget or the District's financial plan. The resolution emphasizes that the reallocation of funds is essential to avoid delays in implementing critical system enhancements, which are vital for maintaining the quality of health care services. The effective date for this budget adjustment is set for October 1, 2024, and the total revised budget for the Department of Health will be $17,645,746.81, reflecting the necessary adjustments to enhance operational efficiency.
