The Residential Tranquility Amendment Act of 2025 amends the Residential Tranquility Act of 2010 to enhance protections against disturbances in residential areas. The bill prohibits the use of sound amplifying devices for demonstrations in residential zones between 7:00 p.m. and 9:00 a.m. It also makes it unlawful to leave unattended sound amplifying devices that emit sound while targeting a residence, and it establishes penalties for individuals who throw objects onto residential property with the intent to intimidate or harass residents. The Mayor and Metropolitan Police Department are granted the authority to seize unattended sound amplifying devices used in violation of these provisions.
Additionally, the bill amends the National Capital Revitalization and Self-Government Improvement Act of 1997 to specify that the term expiration date for a Council appointment to the Corrections Information Council shall be December 7th of the year in which the term expires. The amendments aim to provide clearer definitions and enforce stricter regulations to ensure the tranquility of residential neighborhoods while also addressing the governance of the Corrections Information Council.
