The Residential Tranquility Amendment Act of 2025 amends the Residential Tranquility Act of 2010 to enhance protections for residents against disruptive demonstrations. The bill prohibits the use of sound amplifying devices in residential zones between 7:00 p.m. and 9:00 a.m. and makes it unlawful to leave unattended sound amplifying devices that emit sound while targeting a residence. Additionally, it establishes that individuals must cease targeting a residence if instructed by law enforcement and allows the Mayor and Metropolitan Police Department to seize unattended sound amplifying devices used in violation of these provisions.
Furthermore, the bill introduces a new section that criminalizes the act of knowingly launching or throwing objects onto another person's residential property with the intent to cause fear, intimidation, or harassment. Violators of this provision may face fines or incarceration. The bill also amends the National Capital Revitalization and Self-Government Improvement Act of 1997 to set the term expiration date for Council appointments to the Corrections Information Council as December 7th of the year in which the term expires.
