This appointment is in accordance with the Confirmation Act of 1978 and the Maternal Mortality Review Committee Establishment Act of 2018. Ms. Gutterman, a resident of Ward 7, has extensive experience in midwifery, currently serving as the Midwifery Practice Director at Unity Healthcare and holding various leadership roles within the American College of Nurse-Midwives. Her term on the committee will last until January 10, 2028.

The proposed resolution confirms Ms. Gutterman's appointment and outlines the necessary steps for the Council of the District of Columbia to take in order to finalize the confirmation process.
