The Autonomous Vehicle Testing Permit Requirement Congressional Review Emergency Amendment Act of 2025 amends the Autonomous Vehicle Act of 2012 to establish stricter regulations for testing autonomous vehicles (AVs) on District roadways. The bill prohibits the testing or operation of AVs without an AV testing permit, unless a test operator is physically present in the vehicle and the Department has not yet made the permit application available. Additionally, it requires that any person or entity testing AVs with a test operator must provide electronic notification to the District Department of Transportation at least 10 business days prior to commencing testing. This notification must include details such as the number of vehicles, their model and make, operator training information, geographic testing locations, and the time period for testing.

The bill also includes a repeal of Section 3e of the current law and modifies Section 3f(a)(1) by changing the phrase "An AV testing entity" to "A person or entity." These changes aim to enhance oversight and ensure compliance with local and federal regulations regarding the testing of autonomous vehicles in the District. The act is set to take effect following approval by the Mayor and will remain in effect for no longer than 90 days as an emergency measure.
