This program will provide grants to organizations to create and manage publicly accessible shower and laundry facilities. The bill mandates that at least four facilities be established, ensuring representation in each quadrant of the District, including at least one location east of the Anacostia River. The facilities must comply with the Americans with Disabilities Act, provide necessary hygiene supplies, and be available to the public for a minimum of twelve days each month.
Additionally, the bill outlines specific requirements for the organizations receiving grants, including data collection on facility usage and user experience, as well as provisions for rescheduling services during inclement weather. The DPW is tasked with consulting the Deputy Mayor for Health and Human Services to determine suitable locations for the facilities. The pilot program's effectiveness will be evaluated through a report detailing costs, usage rates, and incidents of misuse, which will be submitted to the Council and the Mayor upon completion of the program.
