The Multiyear Contract No. DHCD-2025-50 with Jubilee Housing, Inc. Emergency Act of 2025 authorizes the Council of the District of Columbia to approve a 20-year contract between the Department of Housing and Community Development and Jubilee Housing, Inc. This contract, valued at a total not-to-exceed amount of $33,679,648, is designated as a multiyear contract and involves expenditures exceeding $1 million within a 12-month period. The act allows the Director of the Department of Housing and Community Development to enter into this agreement on behalf of the District, notwithstanding certain provisions of existing laws, including the Procurement Practices Reform Act of 2010 and the Reentry Housing and Services Program Act of 2021.
The act is enacted on an emergency basis and will take effect upon approval by the Mayor or, if vetoed, following the Council's action to override the veto. It is designed to remain in effect for no longer than 90 days, in accordance with the emergency act provisions outlined in the District of Columbia Home Rule Act. The Council has also adopted the fiscal impact statement from the Chief Financial Officer as part of the legislative process.
