The Contract No. DCCB-2025-F-0003 with Edelson PC Approval and Payment Authorization Emergency Act of 2025 authorizes the Council of the District of Columbia to approve a multiyear contract with Edelson PC for legal services to assist the Office of the Attorney General. This contract specifically aims to support the Public Advocacy Division in investigating and potentially litigating against entities involved in the marketing, selling, and installation of lead water pipes. The total payment authorized under this contract is capped at $85 million.

This emergency act is enacted under the provisions of the District of Columbia Home Rule Act and overrides certain requirements of the Procurement Practices Reform Act of 2010.
