The "St. Elizabeths East Parcel 13 Extension of Disposition Authority Amendment Act of 2025" seeks to extend the time limit for the disposition of District-owned real property located at 1100 Alabama Avenue, S.E., from two years to six years. This extension is deemed necessary to facilitate the successful development of the property into a mixed-use project that will include approximately 420 housing units and around 21,000 square feet for retail and/or commercial uses. The bill also includes a status report explaining the challenges that have prevented the District from disposing of the property within the original two-year timeframe established by the St. Elizabeths East Parcel 13 Surplus Declaration and Disposition Approval Act of 2022.
In addition to extending the disposition period, the bill amends the developer's designation from "the Neighborhood Development Company, L.L.C." to "Dantes Partners Acquisitions, L.L.C." Furthermore, it clarifies that the Mayor, through the Office of the Deputy Mayor for Planning and Economic Development, has selected a developer for the project and approved the assignment of development rights. The bill is expected to have no associated costs, as funds are sufficient in the fiscal year 2025 budget and the financial plan through fiscal year 2028 to implement the changes.
