The "St. Elizabeths East Parcel 13 Extension of Disposition Authority Amendment Act of 2025" aims to extend the time limit for the disposition of District-owned real property located at 1100 Alabama Avenue, S.E., from two years to six years. This extension is deemed necessary to facilitate the successful development of the property into a mixed-use space that will include approximately 420 housing units and around 21,000 square feet for retail and/or commercial purposes. The bill also includes a status report explaining the challenges that have prevented the District from disposing of the property within the original two-year timeframe established by the St. Elizabeths East Parcel 13 Surplus Declaration and Disposition Approval Act of 2022.

In addition to extending the disposition period, the bill makes specific amendments to the original act. It replaces the previously designated developer, Neighborhood Development Company, L.L.C., with Dantes Partners Acquisitions, L.L.C., and modifies the language regarding the assignment of development rights. The bill also updates the sunset date for the disposition authority from "2 years after the effective date" to "6 years after the effective date." The Council is urged to take prompt action on this bill to ensure the project's feasibility and address the complex site conditions involved.
