Mayor Muriel Bowser has requested the Council of the District of Columbia to reprogram $4,000,000 from the H Street Bridge project to fund the Rehabilitation of the Key Bridge Over the Potomac River. This reallocation is necessary to fulfill a legal settlement agreement with Technopref Industries, Inc., totaling $6,500,000, which arose from claims related to delays and modifications in the Key Bridge project. The settlement will be partially covered by $2,500,000 in federal funds, while the remaining $4,000,000 will come from the H Street Bridge project. The reprogramming is crucial to meet the settlement payment deadline of February 28, 2025.

The Office of the Chief Financial Officer has confirmed that this reprogramming will not negatively impact the District's financial plan or the budget of the District Department of Transportation (DDOT), as the funds have not yet been disbursed for their original purpose. DDOT has also committed to replenishing the reallocated funds in a future Capital Improvement Plan.
