The Office of the Chief Financial Officer (OCFO) has reviewed the Mayor's request and confirmed that the reprogramming will not negatively impact the DFS budget or the District's financial plan. The OCFO has indicated that the funds are available and necessary for maintaining baseline operations, ensuring that the PHL can function effectively without facing operational hardships in the upcoming fiscal periods. The reallocation is deemed crucial for preparing the agency to meet both routine and emergency demands.
