The Government Recruitment and Retention Act of 2025 aims to address staffing shortages in critical positions within District agencies, particularly those related to public safety. The bill establishes a new Director of Recruitment and Retention within the Office of the City Administrator, who will identify difficult-to-fill positions and the factors contributing to high attrition rates. The Director will also provide annual reports with recommendations to improve recruitment and retention strategies. Additionally, the legislation authorizes the Mayor to offer recruitment incentives and retention payments of up to $5,000 for specific positions, including correctional officers, call takers, and social workers, among others.
Furthermore, the bill mandates the Mayor to submit quarterly reports to the Council detailing hiring and retention statistics for these positions, including the number of staff hired and departed, as well as the financial aspects of the recruitment incentives and retention payments. It also directs various agencies, such as the Metropolitan Police Department and the Department of Corrections, to engage contractors to promote careers in their respective fields to high school students, and establishes an internship program within the Office of the Chief Medical Examiner to encourage students to pursue careers in that area.
