The Expanding Access to Public Restrooms Act of 2025 aims to significantly enhance the availability of public restrooms across the District of Columbia. The legislation establishes a Business Improvement District and Main Street Public Restroom Facility Fund, which will be administered by the Mayor to support the provision and maintenance of public restroom facilities. It mandates that the Department of Parks and Recreation (DPR) include at least one gender-neutral public restroom in all new and substantially renovated parks that are one acre or larger. The bill also proposes the creation of a grant fund to assist Business Improvement Districts (BIDs) and Main Streets in their efforts to provide and maintain public restroom facilities. The fund will be nonlapsing, ensuring that resources are continually available for restroom maintenance without reverting to the General Fund at the end of the fiscal year. By improving access to clean and safe restrooms, the legislation seeks to promote public health and dignity for all residents and visitors in the District.
