The Department of Energy and Environment Definitions Clarification Congressional Review Emergency Amendment Act of 2025 aims to amend several existing laws to clarify specific definitions. The bill modifies the Retail Electric Competition and Consumer Protection Act of 1999 by changing the definition of "subscriber organization" to include "government entity" alongside "Columbia law" in Section 101(27A). Additionally, it updates the Lead-Hazard Prevention and Elimination Act of 2008 by correcting the measurement unit for lead-based paint from (0.7 g/cm) to (0.7 mg/cm) in Section 2(20). Furthermore, the Sustainable Solid Waste Management Amendment Act of 2014 is amended to clarify the definition of "producer" by adjusting the phrasing in Section 128(11)(A).
The amendments are retroactively applicable, with Section 2 effective as of December 13, 2013, and Sections 3 and 4 effective as of March 16, 2021. The act will take effect upon approval by the Mayor or, if vetoed, following a Council override, and it will remain in effect for no longer than 90 days as per emergency legislation provisions.
