The Disconnect Act of 2025 mandates that local education agencies (LEAs) in the District of Columbia establish and enforce a policy that prohibits students from using personal wireless communication devices during the full school day. This policy must be adopted no later than 15 days before the start of the 2026-2027 school year and should include provisions for exemptions related to specific educational purposes and health care needs. The act defines key terms such as "Full School Day," "Health care needs," and "Personal wireless communication device," and outlines the responsibilities of LEAs in terms of policy communication, consequences for violations, and assessment of the policy's effectiveness.
Additionally, the Office of the State Superintendent for Education (OSSE) is tasked with developing a model policy for LEAs and monitoring compliance with the act. OSSE may also grant waivers to schools or LEAs that can demonstrate effective existing policies or storage constraints. The act will take effect following the Mayor's approval and a 30-day congressional review period.
