The Youth Advisory Council on Climate Change and Environmental Conservation Establishment Act of 2025 aims to create a Youth Climate Council that will provide a structured platform for youth to engage with local government on climate change and environmental issues. The Council will consist of 17 voting members, including high school students and young adults aged 18 to 21, who will advise the Mayor, the Council, and relevant agencies on topics such as climate change mitigation, environmental conservation, and green workforce development. The Council will have the authority to make recommendations, develop initiatives, collaborate with other organizations, and publish reports on its activities and findings.
Additionally, the bill amends the District of Columbia Government Comprehensive Merit Personnel Act of 1979 to allow members of the Youth Climate Council to receive a stipend of up to $1,000 per year for their service. This provision aims to recognize the contributions of youth members and encourage their participation in environmental advocacy. The act will take effect once its fiscal impact is included in an approved budget and financial plan, and it will undergo a 30-day congressional review period following approval by the Mayor.
