Additionally, the bill amends the District of Columbia Government Comprehensive Merit Personnel Act of 1979 to authorize a stipend of up to $1,000 per year for members of the Youth Climate Council. This stipend is intended to recognize their service and encourage participation. The bill outlines the appointment process, eligibility criteria, and operational procedures for the Council, including training for members and the requirement for monthly meetings. The act will take effect once its fiscal impact is included in an approved budget and financial plan.
