The Advancing Equity in Special Education Protocols Amendment Act of 2025 aims to enhance the educational stability and support for students with special needs in the District of Columbia. The bill establishes that a child with a disability who has an individualized education program (IEP) has the right to remain in their initial school placement feeder pattern unless the necessary special education services are unavailable in that pattern. Additionally, it mandates that local education agencies (LEAs) must consult with the child's IEP team before any changes to service locations and provide written explanations to parents and teachers regarding any changes, particularly if the student is moved outside their feeder pattern.

Furthermore, the legislation introduces requirements for maintaining appropriate staff-to-student ratios in self-contained special education classrooms. If the number of students exceeds the established ratios, the LEA must provide a written explanation within five business days to affected teachers, parents, and school administrators, detailing the additional resources allocated to meet the students' needs as defined by their IEPs. The bill also includes provisions for the Mayor to promulgate rules to implement these standards within 120 days of the act's effective date.
