The Business Improvement District Resiliency Act of 2025 authorizes the Business Improvement District (BID) Council to enter into a master license agreement with a third-party provider for the installation and operation of interactive wayfinding kiosks in commercial areas served by BID corporations. These kiosks will provide various services, including wireless internet access, real-time transportation information, and digital advertisements. The BID corporations will receive a percentage of the revenue generated from advertisements displayed on these kiosks. The master license agreement will be exclusive for the installation and maintenance of these kiosks in public spaces within the BID's commercial districts and will last for an initial period of 20 years, with a 10-year renewal option.

Additionally, the bill amends the Business Improvement Districts Act of 1996 to ensure that at least one voting member of the BID Board is a community member or resident living in close proximity to the BID. This change aims to enhance community representation within the governance of BID corporations. The legislation also outlines the responsibilities of the interactive wayfinding kiosk provider, including costs related to design, construction, and maintenance, as well as the process for permitting and advertising regulations associated with the kiosks.
