The Safe Neighborhoods Amendment Act of 2025 establishes the Office of Neighborhood Engagement and Safety Agency (ONES) as an independent agency to coordinate violence prevention efforts in the District of Columbia. The agency will be led by a Director appointed by the Mayor with the Council's consent and will oversee the existing Offices of Violence Prevention and Health Equity and Neighborhood Safety and Engagement. The bill also creates the Office of Neighborhood Engagement and Safety Administration Fund to support ONES's activities, funded through appropriations, grants, and donations.
Additionally, the bill includes several amendments to existing laws to enhance police recruitment and retention, clarify eligibility standards for Metropolitan Police Department members, and improve housing benefits for first responders. Notably, it introduces a deferred interest-free loan program for first responders to assist with housing purchases, contingent on a 15-year service obligation. The legislation also repeals certain sections of previous acts to align with the new structure and objectives of ONES.
