Dear Chairman Mendelson:
Enclosed for consideration and adoption by the Council of the District of Columbia is a proposed
resolution entitled "Eastern Branch Boys and Girls Club Disposition Extension Approval
Resolution of 2025".
This proposed resolution will extend the time for the Mayor to dispose of the Eastern Branch
Boys and Girls Club, located at 261 17th Street, SE. This extension is necessary to allow for the
successful redevelopment of the existing vacant structure, which will provide approximately 35
residential units, including 11 affordable units, and approximately 2,500 square feet of
community serving space
The Deputy Mayor for Planning and Economic Development and the developer are working
diligently to move the project forward. Included with the proposed resolution is a status report
detailing the reasons for the inability to dispose of the property within the two-year time period
authorized by the Eastern Branch Boys and Girls Club Disposition Approval Resolution of 2022.
I urge the Council to take prompt and favorable action on the enclosed resolution.

19 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That
20 this resolution may be cited as the "Eastern Branch Boys and Girls Club Disposition
21 Extension Approval Resolution of 2025".
22 Sec. 2. Pursuant to section 1(d) of An Act Authorizing the sale of certain real
23 estate in the District of Columbia no longer required for public purposes, approved
24 August 5, 1939 (53 Stat. 1211; D.C. Official Code§ 10-80l(d)), the Council approves the
25 extension, from December 5, 2024, to December 5, 2026, of the time within which the
26 Mayor may dispose of the District-owned real property located at 261 17th Street, SE,
27 designated for purposes of taxation and assessment as Lot 802 in Square 1088, which
28 disposition was approved by the Council pursuant to the Eastern Branch Boys and Girls
29 Club Disposition Approval Resolution of 2022, effective December 6, 2022 (Res. 24-
30 707; 69 DCR 015343).
31 Sec. 3. Transmittal.
32 The Council shall transmit a copy of this resolution, upon its adoption, to the
33 Mayor.
34 Sec. 4. Fiscal impact statement.
35 The Council adopts the fiscal impact statement of the Chief Financial Officer as
36 the fiscal impact statement required by section 4a of the General Legislative Procedures
37 Act of 1975, approved October 16, 2006 (120 Stat. 2038; D.C. Official Code§ 1-
38 301.47a).
39 Sec. 5. Effective date.
40 This resolution shall take effect immediately.

Status Report on the Disposition of Eastern Branch Boys and Girls Club
This report describes the status of the disposition of the Eastern Branch Boys and Girls Club.
Pursuant to D.C. Official Code § 10-80l(d), the Mayor has determined that this property, located
at 261 17th Street, SE, and known for tax and assessment purposes as Lot 802 in Square 1008 (the
"Property"), cannot be disposed of within the two-year time period provided by the Eastern Branch
Boys and Girls Club Disposition Approval Resolution of2022", effective December 6, 2022 (Res.
24-707; 69 DCR O15343) (the "Eastern Branch Disposition Resolution") and is therefore
requesting that the disposition authority for the property be extended by two years to December 5,
2026.
To date, the developer has worked diligently to meet all deadlines set forth in the schedule of
performance included in the Land Development and Disposition Agreement, which was executed
with the District on June 8, 2023.
However, the Developer has not yet been able to complete the milestones in the design and pre-
construction phase that were included in the schedule of performance because the approved
development plan relies on approval of a zoning map amendment and additional zoning relief.
The developer submitted a map amendment application to the Zoning Commission on September
27, 2023. On June 3, 2024, the Zoning Commission held a hearing on the requested map
amendment. The relevant advisory neighborhood commission provided a letter of support for the
map amendment and the Office of Planning provided testimony in support of the amendment. The
Zoning Commission voted 4-0 in favor of a motion to vote to approve the map amendment, which
was then referred to the National Capital Planning Commission ("NCPC") for federal review. The
NCPC responded on September 11, 2024, stating that it had no objection to the map amendment.
The Zoning Commission's final order is forthcoming. In addition to the map amendment, the
Developer filed with the Board of Zoning Adjustment two requests for zoning relief with a hearing
scheduled for March 19, 2025.
Due to the timing of the zoning proceedings, a disposition extension is required.

Conclusion
Funds are sufficient in the fiscal year 2025 budget and fiscal year 2025 through fiscal year 2028
budget and financial plan to implement the proposed resolution. The resolution extends the time for
the disposition of property previously known as the Eastern Branch Boys and Girls Club for an
additional two years.
Background
The property at 26117 th St S.E. 1 was declared as surplus property in 2018, and the disposition of the
property to a private developer-Morningstar Community Development-was approved in 2022 2 .
That disposition resolution permitted the sale of the property until December 5, 2024. In June 2023
the Office of the Deputy Mayor for Planning and Economic Development entered into a land
disposition agreement with Morningstar. The property will be redeveloped into 34 affordable
housing units. 3 The project is presently undergoing the application and review process for zoning
adjustments and a map amendment. This resolution requests approval of an additional two years for
the disposition of the property, until December 5, 2026.

Financial Plan Impact
Funds are sufficient in the fiscal year 2025 budget and the fiscal year 2025 through fiscal year 2028
budget and financial plan to implement the proposed resolution. The Deputy Mayor for Planning and
Economic Development has two years to close on the property with the developer.
The disposition will reduce District capital assets, but assets are not included in the budget and
financial plan and their loss does not have a fiscal impact.
