The Residential Tranquility Congressional Review Emergency Amendment Act of 2025 amends the Residential Tranquility Act of 2010 to enhance protections for residents against disruptive demonstrations. The bill prohibits the use of sound amplifying devices in residential zones between 7:00 p.m. and 9:00 a.m. and establishes that it is unlawful to target a residence for demonstration purposes during these hours. Additionally, it makes it illegal to launch or throw projectiles onto residential property with the intent to cause fear, intimidation, or retaliation against individuals living or working there. Violators of these provisions may face fines or incarceration.
Furthermore, the bill amends the National Capital Revitalization and Self-Government Improvement Act of 1997 to specify that the term expiration date for a Council appointment to the Corrections Information Council shall be December 7th of the year in which the term expires. This act is set to take effect following approval by the Mayor and will remain in effect for no longer than 90 days, as stipulated for emergency acts by the Council of the District of Columbia.
