Pursuant to D.C. Code §2-352.02 (b)(2), I have enclosed for consideration by the Council of the District of
Columbia (“Council”), the Council Contract Summary for a proposed contract, in the amount of One Million Four
Hundred Eighty-Seven Thousand Ninety-Four and 22/00 Dollars ($1,487,094.22) between the District of Columbia
Housing Authority (“DCHA”) and The Keystone Plus Construction Corporation (“Keystone”). This proposed
contract is for emergency inspections and repairs at Langston Terrace located at 715 Langston Terrace, NW,
Washington, DC (the “Project”).
DCHA plans to enter into the contract with Keystone and finance the Project using an allocation of $1,487,094.22 in
capital funds appropriated by the Council of the District of Columbia in the District of Columbia FY 2025 Approved
Budget and Financial Plan.
DCHA procured Keystone pursuant to DCHA Solicitation Number 0007-2019, a Request for Job Order Contractors.
Under a Job Order Contracting (“JOC”) contract, DCHA awards an approved contractor a Detailed Scope of Work and
the contractor prepares a cost proposal using a construction catalog, which contains a range of construction and
construction related tasks and prices. DCHA awarded Autumn a one-year contract with four (4) additional one-year
options. Pending approval by the Council, DCHA proposes to award to Autumn a contract to complete the Projects.

COUNCIL CONTRACT SUMMARY
Pursuant to D.C. Official Code § 2-352.02(c), as amended, the following is provided:
(1) The name of the proposed contractor, the contract/loan amount, and the term of
the proposed contract:
Contractor: Keystone Plus Construction
Contract Amount: 1,487,094.02
Contract Term(s): 270 Days
Source Selection Method: DCHA Cooperative Agreement Contract awarded pursuant to
DGS Request for Qualifications No. DCAM-22-CSRFQ-0001.
(2) Description of the Goods and Services to be provided:
Pursuant to D.C. Official Code § 2-352.02(b)(2), as amended, I have enclosed for
consideration the contract for Emergency Inspections and Repairs at Langston Terrace a
DCHA property in Washington, DC.
(3) A description of the selection process, including the number of offerors, the
evaluation criteria, the evaluation results, and the basis for selecting the proposed
contractor:
Physical condition of the District of Columbia Housing Authority (DCHA)
property portfolio is managed collaboratively by DCHA Property
Management Operations (PMO) that is responsible for property management,
maintenance, and upkeep and the DCHA Office of Capital Programs (OCP)
that is responsible for modernization and rehabilitation of existing properties,
development and construction of new properties and portfolio design,
engineering, capital and master planning.
In March 2022, the U.S. Department of Housing and Urban Development
(HUD) completed a DCHA On-Site Assessment and issued reporting with
findings, observations and recommendations in October 2022. The HUD
Assessment required DCHA response within 30 days and completion of all
corrective actions in response to the HUD Assessment by June 2023.
DCHA PMO and OCP require On-Call Construction, Repair and
Replacement (CRR) Services to complete immediate and ongoing repairs to
ensure safe, decent and habitable unit conditions portfolio-wide.
DCHA is an independent Government of The District of Columbia (District)
agency operating as the District’s public housing authority with all powers
necessary or appropriate to engage in providing and maintaining quality
public housing in the District of Columbia. To do so, DCHA has contracting
and procurement authority, independent of the District’s Chief Procurement
Officer and Office of Contracting and Procurement (OCP). However, HUD

authorizes contracting by Cooperative Agreement to simplify and expedite the
procurement process by relieving the Public Housing Authority (PHA) of
developing specifications or issuing solicitations provided that (1) the
agreement provides for greater economy and efficiency and is the most
economical and efficient procurement method, (2) the supplies and/or services
are common and routine in nature, (3) the soliciting agency’s procurement is
compliant with Title 2 of the Code of Federal Regulations (CFR) Part 200-
the Uniform Administrative Requirements, Cost Principles, and Audit
Requirements for Federal Awards, (4) the PHA contract file documents the
intergovernmental agreement and the evaluation of cost and availability and
(5) an agreement between the PHA and a state or local governmental exists.
To meet this need, DCHA intends to partner through Cooperative Business
Relationship with the District Department of General Services (DGS) to
purchase the necessary On-Call Construction, Repair and Replacement (CRR)
Services from Contractors selected for awards pursuant to DGS Request for
Qualifications (“RFQ”) No. DCAM-22-CS-RFQ-0001 for Construction
Projects. DGS issued the solicitation on October 14, 2021 with a solicitation
closing date of November 4, 2021. The RFQ was advertised by posting the
DGS website. The solicitation included a project information meeting on
October 19, 2022 and a Question period prospective Respondents with DGS
responses posted by addendum that included an extension of the proposal
submission deadline until November 10, 2021.
The RFQ invited Statements of Qualifications (“SOQs”) from Respondents
interested in performing construction projects at DCPS, DPR, and municipal
facilities (“Project Locations”) to include building repairs, upgrades, and
tenant-fit-out improvements including, but not limited to, patching and
plumbing, carpentry, masonry, electrical as well as small park and playground
type projects as may be necessary at DCPS, DPR and municipal sites,
building repairs and upgrades, fire alarm repairs, etc. and from time to time
construction projects that need to be completed quickly; these would
primarily be in response to emergency situations such as vandalism, structural
failures, or other life safety issues. The RFQ further stated the intent to
establish a roster of pre-qualified contractors that can quickly compete for
construction projects work for the Project Locations with work detailed and
released through competitive Task Order Agreements issued pursuant to
Indefinite Delivery/Indefinite Quantity (“IDIQ”) contracts awarded in
response to Requests for Task Order Proposals (RFTOP).
Thirty-two (32) proposals were received in response to the solicitation. DGS
convened a 4-member Technical Evaluation Panel that reviewed proposals
both independently and by consensus based on the following criteria: (1) Past
Performance, Experience & References worth up to 25 Points; (2) Key
Personnel worth up to 25 points; (3) Project Management Plan worth up to 25
Points; and (4) Capacity worth up to 25 points. In addition to the technical

points, up to 12 additional points were available for each Offeror based on its
status as a Certified Business Enterprise (“CBE”) as determined by the
Department of Small and Local Business Development (“DSLBD”). The
DGS Contracting Officer reviewed the Technical Evaluation Panels
assessments and ratings for each Respondent.
Based on the results of the DGS evaluation process, DCHA determined that
Chiaramonte Construction Company LLC, Bennet Group, Keystone Plus
Construction Company, Kadcon and Protec Construction met the technical
requirements of the RFQ, have experience working on small to medium size
construction projects within the multifamily housing market that are
comparable in both scale and complexity to the upcoming projects at DCHA
and therefore qualified respondents capable of providing the required On-Call
Construction, Repair and Replacement (CRR) Services.
DCHA determined that award by Cooperative Agreement pursuant to the DGS Request
for Qualification solicitation was reasonable and the most expedient means to award
services timely. DCHA further determined that the award of IDIQ contract establishes
the necessary Contractor capacity to provide services on an On-Call basis as services are
needed to complete immediate and ongoing repairs to ensure safe, decent and habitable
unit conditions portfolio-wide.
DCHA will pay for such services with proceeds from the District of Columbia Public
Housing Rehabilitation Fund. Services will be awarded at the Task Order level as
services are required for a specific and detailed scope of work. DCHA will determine
the scope of work to include joint project scope walks with the Contractor as needed,
issue the project detailed scope of work with a Wage Determination to request
Contractor schedule and cost proposal. DCHA will issue a Task Order for the agreed
upon scope, schedule and cost proposal.
(4) Background and qualifications of the proposed contractor:
Keystone Plus is a minority owned General contractor based in D.C. with substantial
experience in multi-family housing. They also offer a variety of in-house services such
as drywall installation, carpentry, plumbing, electrical work, painting, and flooring. This
in-house staff will allow Keystone to respond promptly to maintenance work orders and
general repairs that are expected to rise from the inspection process. Keystone’s
experience makes them a suitable contractor for the DC Housing Authority (DCHA),
project and this initiative.
(5) Performance standards and expected outcomes of the proposed contract:
DCHA expects that projects will be constructed according to approved Task Order and
construction documents and consistent with all District code and building regulations.
The contractor is also responsible for meeting LSBDE subcontracting goals and
employment goals as required by DCHA and the District.

(6) Description of the funding source for the proposed agreement and a
certification that the proposed agreement is consistent with the
District's financial plan and budget:
In accordance with the Fiscal Year 2021 Budget Support Act of 2020, Act
23-0760, and Fiscal Year 2021 Budget Support Clarification Amendment Act
of2020, Act 23-0964 establishing the DCHA Capital project
DHA21C("DHA21C"), the Office of the Chief Financial Officer ("OCFO") is
empoweredto advanced to DCHA, on a quarterly basis, for the DCHA
encumbrances andexpenditures planned for that quarter. The DHA21C shall be
used by DCHA tofund capital-eligible construction, renovation, or rehabilitation
subprojects that(a)increase the longevity of public housing units, (b) prevent
existing tenantsfrom being displaced, or (c) increase the availability of public
housing units forexisting Distrcit of Columbia residents listed on the DCHA
waitlist. The OCFOapproved DCHA's request DHA21C-FY25-001A to fund the
proposed$1,054,295.10 contract to Autumn to construct the Project pursuant to
budgetline item designated as Horizon House DC50-24.
(7) A certification of legal sufficiency:
The Legal Sufficiency Memorandum is attached.
(8) A certification that the proposed contractor's/proposed owner is in
compliance with District tax laws:
The District tax law compliance certification is attached.
(9) The status of the proposed contractor as a certified local, small or
disadvantaged business enterprise.
Keystone Plus, is a MBE, CBE & SBE business.
(10) A statement indicating whether the proposed contractor is currently
debarred from providing services or good to the District or federal
government:
DCHA staff performed a review of the System for Award Management dated
January 13, 2023 and determined that the Respondents do not appear as
debarred or suspended on the Federal or the District’s Excluded Parties List.
