Enclosed for consideration and enactment by the Council of the District of Columbia is an
emergency bill, the “Multiyear Contract No. DCAM-22-CS-RFP-0011 with Ameresco, Inc.,
Approval and Payment Authorization Emergency Act of 2024,” and the accompanying
emergency declaration resolution.
The legislation will approve Contract No. DCAM-22-CS-RFP-0011 with Ameresco, Inc., in
the not-to-exceed amount of $4,656,198, for a new resilient microgrid providing energy to St.
Elizabeths East campus. In addition, the legislation will approve payment for the goods and
services received and to be received under the contract.

19 microgrid for a 15-year period.

21 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
22 act may be cited as the "Multiyear Contract No. DCAM-22-CS-RFP-0011 with Ameresco, Inc.
23 Approval and Payment Authorization Emergency Act of2024".
24 Sec. 2. Pursuant to section 451 of the District of Columbia Home Rule Act, approved
25 December 24, 1973 (87 Stat. 803; D.C. Official Code§ 1-204.51), and notwithstanding the
26 requirements of section 202(a) of the Procurement Practices Reform Act of 2010, effective April
27 8, 2011 (D.C. Law 18-371 ; D.C. Official Code§ 2-352.02(a)), the Council approves multiyear
28 Contract No. DCAM-22-CS-RFP-0011 with Ameresco, Inc. to develop a new resilient microgrid

29 providing energy to St. Elizabeths East campus, and authorizes 'payment for the energy generated
30 by the microgrid for a 15-year period. •I
31 Sec. 3. Fiscal impact statement.

32 The Council adopts the fiscal impact statement of the Chief Financial Officer as the fiscal
33 impact statement required by section 4a of the General Legislative Procedures Act of 1975,
34 approved October 16, 2016 (120 Stat. 2038; D.C. Official Code § 1-301.47a).
35 Sec. 4. Effective Date
36 This act shall take effect following approval by the Mayor (or in the event of veto by the
37 Mayor, action by the Council to override the veto), and shall remain in effect for no longer than
38 90 days, as provided for emergency acts of the Council of the District of Columbia in section
39 412(a) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 813;
40 D.C. Official Code § 1-204.12(a)).
