Dear Chairman Mendelson:
Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 of the Procurement Practices Reform Act of2010 (D.C. Official Code§
2-352.02), enclosed for consideration and approval by the Council ofthe District ofColumbia is a
proposed resolution, the "Multiyear Contract No. CWl 18505 with Intergraph Corporation d/b/a
Hexagon Corporation Emergency Approval Resolution of 2024," and the accompanying
emergency declaration resolution. The proposed contract is in the estimated amount of
$12,330,416.66 for the period ofJune 29, 2024, through June 28, 2029.
Under the proposed contract, Intergraph Corporation d/b/a Hexagon Corporation will provide
maintenance and support to the mission-critical Computer Aided Dispatch (CAD) system for the
Office ofUnified Communications.

16 To declare the existence of an emergency with respect to the need to approve multiyear Contract
17 No. CWl 18505 with Intergraph Corporation d/b/a Hexagon Corporation to maintain and
18 support the mission-critical Computer Aided Dispatch (CAD) system for the Office of
19 Unified Communications, and to authorize payment for the goods and services to be
20 received under the contract.

22 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
23 resolution may be cited as the "Multiyear Contract No. CWl 18505 with Intergraph Corporation
24 d/b/a Hexagon Corporation Emergency Declaration Resolution of 2024".
25 Sec. 2. (a) There exists an immediate need to approve multiyear Contract No. CWl 18505
26 with Intergraph Corporation d/b/a Hexagon Corporation to maintain and support the mission-
27 critical Computer Aided Dispatch (CAD) system for the Office of Unified Communications, and
28 to authorize payment for the goods and services to be received under the contract.
29 (b) Under section 451(b)(l) of the District of Columbia Home Rule Act, approved
30 December 24, 1973 (87 Stat. 803; D.C. Official Code§ 1-204.51(b)(l)), Council approval is
31 necessary since the value of the contract is more than $1 million during a 12-month period.
32 (c) These critical services can only be obtained through an award of a multi year contract
33 with Intergraph Corporation d/b/a Hexagon Corporation.

34 (d) Approval is necessary to allow the District to receive the benefit of these vital
35 services in a timely manner.
36 Sec 3. The Council of the District of Columbia determines that the circumstances
37 enumerated in section 2 constitute emergency circumstances making it necessary that the
38 Multiyear Contract No. CW118505 with Intergraph Corporation d/b/a Hexagon Corporation
39 Emergency Approval Resolution of 2024 be adopted after a single reading.
40 Sec. 4. This resolution shall take effect immediately.
